Port Security Assessments and Follow-On Training
¨ Assessments:
Through a competitive bidding process, the Secretariat
contracts companies experienced in maritime security to
conduct port
facility security training needs assessments that evaluate
access controls to port facilities; cargo security; customs
and immigration performance and procedures,
including police and guard procedures; and security awareness
in general. The
assessments also evaluate significant security precautions as
outlined in the ISPS Code, including access control to
restricted areas, handling of cargo, ship stores,
unaccompanied baggage, and facility monitoring procedures.
¨ Training:
Based on the results of the assessment, the Secretariat then
works with the contractor to tailor security training to address
and mitigate identified vulnerabilities and risks. Such training
specifically addresses fundamental aspects of port facility
security and related law enforcement procedures, and includes
crisis management exercises. In addition to port authority
management, the target audience is generally customs,
immigration and other law enforcement officials working in the
sea ports in the beneficiary countries.
